That is a piece of cat 5 cable Well they're not making an ethernet cable! Sure, if they were making an ethernet cable they would have had to use all pairs on RJ But since it's not an ethernet cable, it doesn't have to meet the official ethernet cable specifications.

In specialty shops if you just say you need CAT5e they will ask whether you want bulk or terminated. My house was wired with CAT5e cable instead of phone line by my request and left unterminated at the home run also my request.
