Sadly though to make something longer they have to lose quality. There are multiple teams that works on episodes simultaneously, which accounts for differences in quality among episodes.
Some teams are better than others. It's been this way since the start of the series almost 10 years ago. They would never finish episodes in time if they did them one at a time. The Chikara or Power arc stands apart in that regard, producing a pretty awesome looking fight between the hydra above and Naruto.
The fact it spiraled into a spin-off with the character's children is proof of how popular the anime is and how much it's changed over the years. The entire world surrounding them has changed now, technology beginning to grow more prevalent than ever, washing away some of the feudal Japan look the series started with. The shift in main characters shows the longevity this world has, having so many avenues to tell stories from both now and in the future. For as great as Orochimaru was, he didn't have the same level of depth that some of the villains that came after he did.
He's still one of the better villains in the whole series, being genuinely creepy with his time on screen. Characters like Pain, Itachi, and even Madara just had that extra layer to them that let you see from their point of view. Not all villains need that of course, but there's a reason Thanos is lauded as a villain in the MCU. You can sympathize with their viewpoints, even if their means are still bad. The world-building as the series went on was fantastic, from seeing the other nations and their subsequent Kages to the existence of the Ten-Tails.
Everything we got small tidbits about in the beginning was expanded on as we went on, never throwing all of the information at us at once, but rather giving us little tastes. Some hate flashbacks, however, those sequences helped build the world, making us understand how some of the older characters thought. Naruto's character progression is key to the franchise and what makes it so good.
Even the biggest fan of the series would admit that Naruto was a little annoying at the start of the show. However, for episodes that have high frame rates, this is almost an insane thing to ask, and an insane thing to do, as shading takes hours of time, and it's near impossible to shade something if it's then going to warp before your eyes ie.
It's too much effort and money to do double the amount of shading. So instead, we get limited shading, and the money that would be spending on shading, is instead used on more frames to produce better animation. However, saying that, there's still very, very little wrong with the shading in any of those pictures. No I didn't know the budget was split, thanks for that piece of information. But shading is one of the thing that definatly make a difference between average and good art.

I think people need to be more observative. Im very sure that all of you can remember the best episodes animation wise of all naruto tv series. If my memory doesnt fail me In shippu.. Wow, Hydde can be long-winded and condescending at the same time!
But on the whole, listen to what the man says, he's pretty much reiterating everyone else, but Hydde's right! Previews are made to be discussed about so would you people stop with the ''give the episode a try before judging''.
Of course I'll watch it, and I'll be glad if I end up being completly wrong. And people are talking about it more then the others episodes because the opinions are really divided. And Hydde, I'm looking forward to see that outstanding animation. Maybe I'll forget about the Art then.
Bloodthirsty, the art is good. People tend to focus on how things are drawn, not how they're shaded. If you want a show with awesome shading, but no good art, watch Vampire Wars. Ibb Starship Captain. For the preview they went with the dullest "talking only" parts of the episode. This is most likely so that manga readers know how much the next episode covers.
